Voting rights for owners

The blog Sneaking Suspicions has an interesting post about Dewey Beach, Delaware. Dewey Beach allows property owners to vote as well as residents. The town's mayor was concerned that time share owners would be able to vote and that the number of "owners" would overwhelm the residents at election time.
