Disappointed in the position taken by the article - very narrow in its approach or benefits. As a voting officer JAG in Navy, this is the start of something new. It is my understanding that it is still in the experimentation phase until it is assured of workability. Implementation of this will be phased in. I don't see how any amount of funding can make this work throughout the entire United States any time soon.
